Nonemergent ambulance transportation in Ohio

All members have emergency transportation benefits. Ambulance services should be used for medical emergencies. For all other nonemergent requests, ambulance and air transport services are covered only if the transportation in any other vehicle would endanger the member’s health. Requests for nonemergent transportation may be entered as a retroactive authorization if the request is received within 72 hours after services have been rendered.

Effective April 1, 2022, prior authorization was no longer required when billing CPT® code A0428 (ambulance service, basic life support, nonemergency transport [BLS]) using the HN (hospital to nursing home) modifier.

Effective October 1, 2022, prior authorization was no longer required when billing CPT code A0428 (ambulance service, basic life support, nonemergency transport [BLS]) using when using the HH (hospital to hospital) modifier.

Be sure to document the modifiers defining where the transport is starting and ending. If authorization isn’t required for the modifier used, document that voluntary authorization was created and that the provider is aware no precertification is required.
