Childhood Early Intervention Services

This communication is to clarify the placement of modifier TL (early intervention/individualized family service plan) on claims for Early Intervention Services. If multiple modifiers apply to an Early Intervention Service, the TL modifier must be billed as the primary modifier (modifier #1) in order to ensure that the appropriate member cost shares will be applied to the service.
